The General Student Council (連邦生徒会) (GSC), formerly known as the Prime Student Council on Global, or literally translated as Federal Student Council in JP, is the central administrative body that manages the entirety of Kivotos.

They are a massive club that manages all of Kivotos' administrative matters, and its members are granted special access and authority compared to normal students. However, rumors have been swirling that their president has gone missing…[1]
General Information
The General Student Council is a massive club that presides over the entirety of Kivotos. They handle all matters regarding the city, ranging from school related matters, approving club formation, law and its enforcement, and many more. However, as a rule, they tend to leave individual schools to handle incidents within their own autonomous districts; though, this policy may have been imposed after the GSC president's disappearance.
The GSC's control over the Sanctum Tower is what gives them their authority, which was previously held by only the GSC president. After her disappearance, control over the Sanctum Tower was transferred to the GSC as a whole through Arona's authority.
Uniform

The uniforms of each officer in the General Student Council varies, though there are a few elements that are shared between them. These are not limited to just a common color scheme (white, blue, gold), but also other parts such as:
- White coat or white, double-breasted cropped blazer
- Blue aiguillette with golden tips
- Blue necktie with a certain number of shooting stars
- Collared clothes (dress, shirt, etc)
- GSC logo with a certain number of stars
Organization
The General Student Council is divided into multiple departments that handle separate matters. At the very top of the chain of command is the GSC student council president. Followed by that is the Administrative Commission, which is comprised of eleven separate offices, such as the Defence Office headed by Kaya, which supervises the actions of Valkyrie Police Academy. Separate from the Administrative Commission is the Supervision Office, which is led by Rin.

Trivia
- Originally, it was believed that the number of stars present below the GSC logo on an officer's clothes represented their school year. However, Kaya being a third year, despite having two stars, busts this theory.
- Global release had originally translated the name as Prime Student Council and was later changed to General Student Council, but not all of the game had the name changed to its newer variant.
- While all of them remains as non-playable characters for now, the GSC President, Rin, Momoka, and Ayumu are already voiced, as they either appear as prologue characters or menu guides. In addition, all three lend their voices in A-H.A Occupation Battle.
- Aoi joins the list of voiced characters, first appearing in the recurring mini-event of Schale Meeting With General Student Council.
- As the main stories are voiced in the Chinese version of Blue Archive, Kaya also has received her own voice with Volume 4 Chapter 1 release, albeit only in Mandarin.
- Although more of an organization than a school, they alongside Kronos School of Journalism, do not have any of their students playable.
